WRI 2026: Global rank #37

Azerbaijan grants temporary residence on real estate, a term deposit or state securities from $59,000 and permanent residence from $118,000 after two years, with a language and law test. These are grounds inside the Migration Code, not a separate investor program, and there is no citizenship by investment. Citizenship takes about seven years, and dual citizenship is not recognised. The passport reached 70 destinations visa-free, on arrival or by e-visa in January 2026. Azerbaijan's current WRI score is 49.7.

WorldPath Relocation Index (WRI): Azerbaijan

The WorldPath Relocation Index (WRI) is worldpath.ai's adaptive composite score for comparing relocation destinations. It evaluates seven dimensions: Investment, Safety, Residency, Business, Citizenship, Education, and Retirement. While the baseline score uses expert-set default weights, our AI assistant dynamically rebalances these based on your unique goals. For instance, if this factor is your primary focus, the citizenship dimension gains weight, which would cause Azerbaijan to drop in your personalized ranking.

Global Index2026

Azerbaijan's default WRI is 49.7 / 100, carried by fast company registration, a 20% corporate tax and low national price levels. If a fast passport is your top priority, Citizenship gains weight and Azerbaijan drops in your personal ranking: Citizenship (34.5 / 100) is the country's weakest dimension, reflecting about seven years of residence, a state-language document, no investment route and no recognition of dual citizenship.

The proposition for a relocator is unusually clean on paper: temporary residence from $59,000, permanent residence after two years, company registration in two business days and low income tax for private-sector employees in 2026. The cost is just as clear: a language and law test, about seven years to citizenship, no recognition of dual citizenship, a stay rule that cancels permits for long absences and weak scores on press freedom and corruption. Azerbaijan does not try to be for everyone; it is clear from the start who it is for.

How Does Azerbaijan Compare?

Summary

Azerbaijan sits at 49.7, ranked 37th: below Sierra Leone (52.8) and Armenia (52.1), and above São Tomé and íncipe (45.1). It leads this group on Business, Education and Retirement, and trails it on Safety and Citizenship. These scores are provisional.

Where Azerbaijan wins: Business at 68.9 leads Armenia (64.2), São Tomé and Príncipe (32.0) and Sierra Leone (30.0): registration takes two business days through the tax service, and corporate tax is 20%. Education at 48.1 edges Armenia (45.5) and clears Sierra Leone (42.0) and São Tomé and Príncipe (30.0). Retirement at 57.7 leads Armenia (54.8) on low national price levels, though there is no retiree visa behind it.

Where Azerbaijan lags: Safety at 53.0 is the lowest of the group, behind Sierra Leone (77.8), São Tomé and Príncipe (73.0) and Armenia (60.7), because the peace rating fell in 2026 and the corruption score is 30 out of 100. Citizenship at 34.5 is also the lowest, against Armenia (57.9), São Tomé and Príncipe (52.0) and Sierra Leone (38.0): about seven years, and no recognition of dual citizenship.

Who does Azerbaijan fit?

Summary

Azerbaijan fits investors who want a residence permit tied to a modest asset and will live there, founders and specialists working in the country, and families of citizens. It fits poorly anyone who wants a fast or second passport, a remote-work visa or a low-presence residence.

Right fit:

  • Asset holders who will actually live in Baku — temporary residence from $59,000 in real estate, a term deposit or state securities, and permanent residence from $118,000 after two years.
  • Investors placing larger sums in the economy — an investment of at least $294,000 gives a temporary permit of up to 3 years, extendable by up to 3 years each time.
  • Founders and specialists working on the ground — company registration in two business days, a highly qualified specialist ground in the Migration Code, and a 2026 employee income tax that starts at 3%.
  • Close relatives of Azerbaijani citizens — a parent, spouse, child or sibling who is a citizen is its own ground for permanent residence.

Wrong fit:

  • Fast citizenship seekers — about seven years from arrival, with a state-language document and no investment route.
  • Applicants who want to keep a second passport openly — Azerbaijan does not recognise dual citizenship, outside treaties and presidential grants.
  • Remote workers outside tech fields — the digital nomad status that starts on 1 January 2027 covers digital technology, AI, cybersecurity and innovation work only, and a permit needs technology park residency and about $3,100 a month in foreign income.
  • Investors who want a residence permit without living there — a temporary permit is cancelled after more than 90 days abroad within 180 days, and a permanent permit after more than 180 days abroad in a year.
  • Anyone who relies on free political expression — press freedom ranks 171st of 180, and demonstrations are illegal.

Azerbaijan leads on Business — WRI 68.9 / 100

Azerbaijan's 68.9 / 100 Business score is its highest dimension, and the gap with the rest of its profile is wide. The reason is not subtle: the rules for setting up are simple. The State Tax Service registers commercial entities through a single window within two business days, foreigners can register a limited liability company by electronic signature, and corporate tax is a flat 20%. Small taxpayers outside VAT can pay 2% of revenue under the simplified system. Azerbaijan's treaty list runs to 56 double tax treaties, on a list dated 2022, and the Alat Free Economic Zone offers tax and customs relief for export-focused companies, with at least 75% of output exported. The trade-off shows up after registration. Foreign founders usually still need a work permit or another residence ground, reviews run 10 to 20 working days, and the governance scores are weak. UK government advice mentions occasional requests from officials for undocumented payments. We applied penalties for these points, and the score remains provisional.

Azerbaijan leads on Retirement — WRI 57.7 / 100

Azerbaijan's 57.7 / 100 Retirement score is its second-highest dimension, and it is a modest number that rests mostly on price. World Bank 2025 data puts national price levels at about 28% of the United States, a national figure that says little about central Baku. Applicants aged 65 or over are exempt from the language and law test, which removes one of the main obstacles for this group. There is no pensioner tax regime and no retiree or passive-income visa, so a retiree has to qualify through real estate, a deposit, securities or a family . Residents are taxed on worldwide income, and we could not confirm any special treatment of foreign pensions. Healthcare is the real constraint: medical facilities outside Baku are very limited, serious cases may need evacuation to Türkiye or Western Europe, and about 65% of health spending comes out of pocket. Retirees should plan on private insurance that covers evacuation.

Residence

Azerbaijan has no separate investor program. Residence by investment is a set of grounds inside the Migration Code, handled by the State Migration Service through ASAN service centres. A temporary permit can rest on real estate worth at least $59,000 (100,000 AZN), a term deposit of the same size in a bank operating in Azerbaijan, state securities of that nominal value or investment securities of companies at least 51% state-owned. The term is up to 1 year, extendable by up to 2 years each time. An investment of at least $294,000 in the economy gives up to 3 years, extendable by up to 3 years each time. Permanent residence comes after at least two years of continuous temporary residence, and the threshold doubles to $118,000 for real estate, deposits or government securities; the $294,000 investment ground stays the same. The permit lasts 5 years and is extended 5 years at a time, with the application filed at least 3 months before expiry. Applicants pass a commission test on the language and on rights and duties under the law, unless exempt by age or disability. Files include a certificate of no HIV or hepatitis B and C carrier status, proof of the ground and a housing document.

Citizenship is a separate and slower track. It takes the last 5 years of uninterrupted, permanent legal residence counted from the date the permanent permit was issued, so the realistic minimum is about 7 years from arrival. Residence counts as continuous only if you leave for no more than 3 months during the year. You also need a legal source of income, an undertaking to abide by the Constitution and laws, and a document certifying knowledge of the state language. Azerbaijan does not recognise dual citizenship. New rules are still arriving: an agropark bill passed its first reading on 27 October 2026 but is not law, and a digital nomad status under Law No. 476-VIIQD starts on 1 January 2027, for remote work in digital technology, AI, cybersecurity and innovation. Temporary visa-free windows for citizens of Saudi Arabia, Oman, Kuwait, Bahrain, Japan and the Republic of Korea run into 2027 and allow up to 30 days per entry.

Safety is the other half of the residency case, and the picture is split. The recorded homicide rate is low at 2.2 per 100,000 people in 2023, and UK government advice calls crime in Baku generally low, with bag-snatching and mugging after dark in the centre and card skimming at ATMs. The national picture is less settled: the country ranks 110th of 163 on the main global peace measure for 2026, after the largest deterioration in its region. UK advice is against all travel within 5 km of the Armenian border and against all but essential travel to some south-western areas with mines or unexploded ordnance. Demonstrations are illegal, police sometimes check identity documents, and photographing military sites can lead to detention.

Taxes on Personal Income

Azerbaijan taxes residents on worldwide income and non-residents on Azerbaijani-source income. You become resident after more than 182 days in a calendar year, and the centre of vital interests or place of permanent stay can also make you resident on shorter stays. Non-oil private-sector employees pay 3% on monthly income up to $1,500 in 2026, 10% on the band up to $4,700, and 14% above that. The lowest rate rises to 5% in 2027 and 7% from 2028, because the full exemption of 2019-2025 has ended. Oil and gas and government employees pay 14%, then 25% above $1,500. Dividends carry a 5% withholding, interest 10%, residential rent between individuals 10% and other rent 14%. Half of the income from selling shares held for at least three years is exempt. Employee social contributions of about 10%, medical insurance and unemployment insurance come on top, and foreign employees generally pay them. At $500,000 of salary, income tax comes to about 13% for a non-oil private-sector employee, plus about 10% in social contributions. We could not confirm the treatment of inheritance and gifts at source, so check it with the State Tax Service.

Cost of Living

Azerbaijan is cheap by national statistics, and there is no point pretending that settles what Baku costs a foreign household. World Bank 2025 data puts national price levels at about 28% of the United States, and annual inflation was 5.6% in 2025. The average monthly wage was about $700 in January to July 2026, and the 2026 subsistence minimum is about $200 a month. We do not quote rents or a household budget here: no government series publishes them for Baku, and we would rather leave a gap than print a number we cannot verify. Get current quotes for rent and school fees before you decide. For a resident employee, mandatory health insurance takes 2% of pay up to about $1,500 a month and 0.5% above that, and the employer pays the same. The 1.70 rate matters to anyone earning in dollars, since local prices are set in manats.

Healthcare System

Azerbaijan's healthcare is a trade-off that gets sharper the further you go from Baku. Mandatory health insurance has been in full effect since 2021, run by the state insurance agency, with care delivered through state facilities under TABIB and through contracted private providers on referral. Foreign residents should confirm with the state insurance agency whether and how they are covered before relying on it. The system remains thinly funded: health spending was 4.3% of GDP in 2023, and about 65% of it was paid out of pocket. There were about 3.2 physicians per 1,000 people in 2022, and life expectancy is 74.6 years. UK government advice says medical facilities outside Baku are very limited and that serious illness or injury may require evacuation to Türkiye or Western Europe. Rural providers still face staff shortages and old equipment. Private insurance with evacuation cover is the sensible plan. We could not verify private clinic prices, so we quote none.

Education System

Education in Azerbaijan runs as two parallel realities. Most children attend public schools taught mainly in Azerbaijani, with some Russian-language schools, and compulsory schooling for foreigners is reported as free, though we found this only on a state university's admissions page. Results are below the average: in the OECD's 2025 test of 15-year-olds, 48% reached the baseline level in mathematics against 65% across the OECD, and 35% in reading against 69%. Expat families mostly look at private and international schools in Baku. The International Baccalaureate directory lists at least seven schools in the city, among them The International School of Azerbaijan, an IB school since 1999, and European Azerbaijan School, since 2015, alongside two state schools. We could not verify school fees at an official or school source, so ask each school directly. No Azerbaijani university is in the global top 100 overall, although Baku State University has climbed to about 565th on one widely used 2027 table. Tuition for foreign university students is set through the Ministry of Science and Education.

Banking & Finance

Azerbaijan's banks are supervised by the Central Bank of the Republic of Azerbaijan, whose register lists 21 banks. Five are marked systemically important for 2026: International Bank of Azerbaijan, Kapital Bank, Pasha Bank, Bank Respublika and Unibank. Five such banks hold about three-quarters of sector assets, according to the IMF. Non-residents may open foreign and national currency accounts with designated banks, but we could not verify a current document list, so ask the bank before you commit a deposit for a residence ground. Transfers abroad without an account are capped at $1,000 a day and $10,000 a month, and investment income leaves against a tax-authority reference. The IMF reports no restrictions on payments for current international transactions, except for security reasons. Azerbaijan is not on the lists of 30 October 2026, and European evaluators rate it compliant or largely compliant on 36 of the 40 standards. It has exchanged account data under the common reporting standard since 2018. The deposit-interest exemption of 2016 ran for seven years, so check its status before you count on the yield. We could not confirm whether foreigners qualify for state-backed mortgages.

Cryptocurrency Regulation

Azerbaijan has no dedicated crypto law as of October 2026. The rule in force is a Central Bank regulation of 24 February 2023, which applies anti-money-laundering requirements to transactions with virtual assets and information passed along the chain. It defines a virtual asset as a digital representation of value used for payments or investment, and it says services are provided by virtual asset service providers authorised by law. A framework bill with a licensing regime has been prepared by the Central Bank and was reported to be under government review, with adoption hoped for by the end of 2026. Treat that as a plan and not a date. We could not confirm how crypto gains are taxed or whether any provider holds a licence, so anyone holding significant crypto should get written tax advice before moving. Residents are taxed on worldwide income, so there is no reason to assume offshore gains fall outside the system.

Real Estate Market

Foreigners can buy apartments and buildings in Azerbaijan but cannot own land. Article 48 of the Land Code says foreigners, stateless persons and foreign legal entities acquire land plots only by lease, and when buildings are sold to them, the land beneath is leased. Land that passes to a foreigner through inheritance, gift or mortgage must be sold within one year, or the state or municipality buys it out. That matters most for houses and plots, and much less for an apartment. Real estate worth at least $59,000 supports a temporary permit and at least $118,000 supports permanent residence. No specific transfer tax or stamp duty applies, though notary fees and other sale duties can. End consumers can claim a VAT refund on property purchases. Annual property tax in Baku is about $0.24 per square metre above the first 30 square metres of a home, with location coefficients of 0.7 to 1.5. Rent between individuals carries 10% withholding. We could not verify an official price-per-square-metre series, rental yields or the current tax on resale, so we print none of them. Get an independent valuation, since the permit threshold depends on the value of the property.

Frequently Asked Questions

Can a foreigner move to Azerbaijan without a job?

Yes, on certain grounds in the Migration Code. Owning real estate worth at least $59,000, holding a term deposit of that size in a bank operating in Azerbaijan, or holding qualifying securities can each support a temporary residence permit. Family ties and highly qualified work are other grounds.

Does Azerbaijan have a golden visa?

No. Golden visa is not an official name here, and there is no separate investor program. Investors use ordinary grounds in the Migration Code, handled by the State Migration Service.

How long does it take to get permanent residence and citizenship?

Permanent residence is available after at least 2 years of continuous temporary residence, with a test on the official language and on rights and duties under Azerbaijani law. Citizenship needs 5 more years counted from the date of the permanent permit, so about 7 years in total. There is no citizenship by investment.

Does Azerbaijan allow dual citizenship?

Azerbaijan does not recognise a citizen's foreign citizenship, except under international treaties or a presidential grant. Check how this affects your current nationality before you plan on naturalising.

How is income taxed in Azerbaijan?

Residents are taxed on worldwide income and non-residents on Azerbaijani-source income. In the non-oil private sector the exemption ended in 2026: the first band is 3% in 2026, 5% in 2027 and 7% from 2028, with 10% and 14% on higher monthly income. Corporate income tax is 20%.

Is there a digital nomad visa in Azerbaijan?

From 1 January 2027 a digital nomad status applies under Law No. 476-VIIQD, for remote work in digital technology, AI, cybersecurity and innovation with foreign income. A residence permit needs tax registration, technology park residency and about $3,100 a month in foreign income at today's minimum wage. We have not seen the application procedure.
