Azerbaijan Residence by Investment
Residence under the Migration Code from $59,000, with $118,000 needed at the permanent stage. Hold $59,000 in real estate, a term deposit or state securities for temporary residence, then $118,000 for permanent residence after 2 years. Or invest $294,000. About 7 years to citizenship.

What this program grants and who it suits
Azerbaijan residence by investment is not a dedicated investor scheme. It is a set of grounds for a residence permit inside the Migration Code, run by the State Migration Service. Some consultants call it a golden visa. That is not an official name, and there is no separate programme, fast track or passport attached to it.
Foreigners can qualify for a temporary residence permit by holding real estate, a bank term deposit or state securities worth at least $59,000, or by investing at least $294,000 in the economy. After two years of continuous temporary residence they can apply for permanent residence. At that stage the first three routes require $118,000.
It suits people who actually intend to live in Azerbaijan: the absence limits are short, and a language and law test applies at the permanent stage. It does not suit anyone looking for a quick second passport.
Key facts as of 31 October 2026
- Entry level: $59,000 in real estate, a term deposit or state securities. This opens temporary residence only.
- Permanent stage: $118,000 on the same three routes, or $294,000 invested in the economy.
- Permit length: temporary up to 1 year, extendable up to 2 years each time. For the $294,000 investor, up to 3 years, extendable up to 3 years each time. Permanent 5 years, extendable 5 years each time.
- Official review: 15 or 20 working days for a temporary permit, and 35, 40, 50 or 60 days for a permanent permit, depending on the state fee paid.
- Citizenship: about 7 years from arrival at the earliest. Azerbaijan does not recognise dual citizenship. There is no citizenship by investment.
Currency note. The law sets these thresholds in manat: $59,000 (100,000 AZN), $118,000 (200,000 AZN) and $294,000 (500,000 AZN). Dollar figures use 1.70 AZN = $1, the Central Bank of Azerbaijan rate in effect on 31 October 2026, and are rounded. What must be met is the statutory manat amount.
The catches to weigh before you commit
- $59,000 is not the full price of the path. It opens temporary residence only. To apply for permanent residence on these routes you need to hold $118,000.
- The threshold has to stay met. A permit is cancelled when its ground disappears and no other ground applies. If a deposit drops below the threshold or the agreement ends, the bank must tell the Service within 3 business days. The National Depository Center does the same for securities.
- There is a test. Most permanent residence applicants are tested on the official language and on rights and duties under Azerbaijani law.
- Absences are limited. More than 90 days abroad within 180 days can end a temporary permit. More than 180 days abroad in a year can end a permanent permit, with an exception for the $294,000 route.
- Citizenship takes about 7 years. Two years of temporary residence come first, then 5 years counted from the date the permanent permit is issued.
- Dual citizenship is not recognised. A citizen's foreign nationality is not recognised, apart from international treaties or a presidential grant.
- There is no citizenship by investment. None of these routes buys a passport.
No outcome is guaranteed. The law sets grounds for refusal, including national security, public order, false documents, a missing required document, and carrying a listed infectious disease (with an exception for people married to Azerbaijani citizens). Qualifying investment routes and what each must prove
The Service's residence page sets out both the grounds and the documents for each one. None of these routes is a payment to the state: the asset stays yours, so nothing is refunded and nothing is lost to a fund. Equally, you cannot sell or withdraw it and keep the permit, unless another ground applies.
Real estate: $59,000, then $118,000
Value is proved by appraisal as well as ownership. You submit an extract from the state real estate register (or another document confirming ownership) and an evaluation report from a person or firm carrying out valuation work under Azerbaijani law. If a property has been confirmed at about $88,000 or more, an extension within 2 years of the first application needs only a register extract, without a new valuation.
The edition of the Land Code on the Service's site says foreigners can acquire land plots only by lease. If you plan to buy a house with its own plot rather than an apartment, ask how that affects ownership and the valuation. Please check with the State Migration Service.
Term deposit: $59,000, then $118,000
The deposit must be held under a term deposit agreement with a bank operating in Azerbaijan. The bank's reference must show the account number, the amount and the validity period of the agreement. The Service sends the bank a list of permit holders, and the bank reports any fall below the threshold or termination within 3 business days.
We found no minimum deposit term in the official text. Ask how long the agreement must run relative to the permit, and whether a foreign-currency deposit counts: check with the State Migration Service.
State securities: $59,000, then $118,000
This route covers state securities by nominal value, or investment securities of legal entities that are at least 51% state-owned. Proof is a reference from the National Depository Center showing the total value. That Center reports any fall below the threshold or any transfer of the securities to the Service within 3 business days.
Investment in the economy: $294,000
The amount is the same at the temporary and permanent stages. This route gets the longer permit, up to 3 years at a time. The Service lists the accepted forms and the proof for each:
- Cash or bank deposit: a reference from a bank operating in Azerbaijan.
- Stocks and shares: a reference of ownership, or a notarized copy of the legal entity's charter.
- Securities: a National Depository Center reference showing total value.
- Movable and immovable property: a register extract, an evaluation report, and notarized documents for equipment and other assets and their value.
There is one extra condition for property: a holding worth between about $294,000 and $588,000 also needs a document, such as a lease, showing it earns income. The Code's wording also says the $294,000 applies "considering" the three lower routes, and the official text does not explain how that works in practice. Whether assets can be combined to reach $294,000 is a question to put in writing: check with the State Migration Service.
From $59,000 to $118,000: the step up at the permanent stage
You can apply for permanent residence after at least 2 years of continuous temporary residence on one of the grounds in Articles 45.1.1 to 45.1.7 of the Code, which include all four routes here. Apply at least 3 months before your temporary permit expires. Permanent residence then needs its own ground under Article 52.1, which is where the higher figure applies.
The wording sets a level of holding, not a second purchase. For a property, the value "must be at least" the higher figure. On that reading, a person holding $59,000 needs to add about $59,000 rather than a further $118,000. The official text does not say this in so many words, and it does not say whether two properties or two asset types can be added together, or whether you may switch route at this stage. Before relying on a top-up: check with the State Migration Service.
How much time you must actually spend in Azerbaijan
- Temporary permit: a permit is not issued or extended, and an existing one is cancelled, if you stay outside Azerbaijan for more than 90 days within 180 days. The same test decides whether your temporary residence counts as continuous for permanent residence.
- Permanent permit: cancelled if you stay abroad for more than 180 days within any one year from issue. This does not apply to people who received their permit on the $294,000 ground (Article 45.1.2) or the entrepreneur ground (Article 45.1.7).
- Citizenship: permanent residence counts as continuous only if you leave for not more than 3 months during the year. So a $294,000 investor exempt from the 180-day rule can still fall short for citizenship.
The official text sets limits on absence, not a minimum number of days. The permit card lets you leave and return to Azerbaijan without a visa while it is valid. The official text attaches no access to any other country to it.
All-in cost: government fees and the money tied up
State fees depend on the permit length and how fast you want a decision. These are ASAN Service figures for temporary permits and for permanent permits, matching the Service's state fee table (in Azerbaijani), rounded to the nearest $100:
- Temporary permit up to 1 year: $100, with a decision in 20 or 15 working days.
- Temporary permit up to 3 years: $200 at 20 working days, $300 at 15 working days.
- Permanent permit, adult: $200 at 60, 50 or 40 days, $300 at 35 days.
- Permanent permit, minor: $100 to $200, depending on speed.
The fee receipt is handed in when you collect the permit card. If the fee is not paid within 30 days of the end of the review period, the permit is cancelled.
Your larger cost is the capital tied up: $59,000 at first and $118,000 later on the three lower routes. Valuation, notary, translation, property purchase and legal costs are extra. We have no official figures for those, so we do not quote any.
Language and law test at the permanent stage
A commission of experts from the State Migration Service, the Ministry of Justice and the Ministry of Science and Education tests applicants. Questions mainly cover:
- the official language, Azerbaijani;
- the rules for entering, staying in and leaving Azerbaijan;
- the conditions for temporary and permanent permits;
- the rights and duties of foreigners under Articles 74 to 76 of the Code;
- the modern history and culture of Azerbaijan.
Children under 18, people aged 65 or over, and people with a disability from 81 to 100% impairment are exempt, on submitting the supporting document. A lack of this knowledge is itself a ground for refusal. The Service's Training Center offers voluntary courses. We found no published language level or pass mark: check with the State Migration Service.
Who a family member's permit can cover
Being a family member of a foreigner who resides in Azerbaijan is its own ground for a temporary permit (Article 45.1.5), and being a family member of a permanent resident is a ground for a permanent permit (Article 52.1.8). The official text sets no separate investment amount for them. Each person needs their own application and permit, and pays their own fee.
The Service's document list covers these relatives:
- your husband or wife;
- children under 18;
- children over 18 who are unable to work;
- dependent parents: only those with a disability, women over 63, men over 65, and people who are legally incapacitated or under patronage.
Family members need the relationship documents and a notarized consent, which need not be notarized if the relative takes part in filing in person. Whether one investment supports a family of any size is not addressed in the official text: check with the State Migration Service.
Working and doing business on these permits
Permanent residents do not need a work permit. Temporary residence on an investment ground does not appear on the official list of work-permit exemptions, so plan on your employer needing a work permit for paid work during the temporary stage.
People engaged in entrepreneurial activity are exempt, but entrepreneurship is a separate ground with its own conditions: as a basis for residence, it requires staff of at least 5 full-time or 10 part-time employees, with at least 80% being citizens or certain exempt groups. Ask before assuming a company you own gives you the right to work there.
Tax treatment for new residents
Azerbaijan taxes residents on worldwide income and non-residents on Azerbaijani-source income. For employees in the non-oil private sector, monthly income tax in 2026 is 3% up to $1,500, 10% from there to $4,700, and 14% above that. The lowest band rises to 5% in 2027 and 7% from 2028. Corporate income tax is 20%. Holding a residence permit is not the same as being tax resident, so ask the State Tax Service how the rules apply to you.
Path to permanent residence and citizenship
Permanent residence is renewable for 5 years at a time, with no limit on the number of extensions. Apply at least 3 months before expiry, and resubmit the documents each time.
Under the Law on Citizenship, you can apply after the last 5 years of uninterrupted, permanent legal residence. You also need a legal source of income, an undertaking to abide by the Constitution and laws, and a document certifying knowledge of the state language. The 5 years run from the date your permanent permit is issued, so the temporary stage does not count. The realistic minimum is about 7 years from arrival.
Investment gives no shortcut at this stage. Azerbaijan does not recognise dual citizenship. The law does not recognise a citizen's foreign nationality, apart from international treaties or a presidential grant. Whether you must formally give up your present nationality before naturalising is a question for the Service, because we have not confirmed that it applies to every applicant.
How this program compares to other grounds in the Code
- Investor at $294,000: longer permits and the exemption from the 180-day rule at the permanent stage, for about five times the entry capital.
- Entrepreneur: no fixed investment amount in this ground, but staffing conditions apply, and a turnover level set by the Ministry of Economy applies after the first year and at the permanent stage.
- Head or 51%+ owner of a local company: capital and turnover levels set by the Ministry of Economy apply.
- Close relative of a citizen: a family route that needs no investment.
What starts in 2027, and what is only a bill
Digital nomad status: from 1 January 2027, not an investment route. Law No. 476-VIIQD of 30 September 2026 covers remote workers in digital technology, AI, cybersecurity and innovation with foreign income. A permit needs tax registration, technology park residency and average foreign income over the last 6 months of at least 13 times the minimum monthly wage, about $3,100 a month today, or 26 times, about $6,100, for permanent residence. We have not seen the application procedure.
Agropark bill: not law. A bill passed its first reading in the Milli Majlis on 27 October 2026. It concerns long-term permits for managers and certain specialists at agropark resident companies, so it is not a route for passive investors. It may change or may not pass.
Questions to put to the State Migration Service before you commit
The official text does not settle these points. Get answers in writing before you buy property or sign a deposit. Contact the Service through migration.gov.az.
- How long must a term deposit run, and may it be held in a foreign currency?
- Can two properties, or two asset types, be added together to reach a threshold?
- How exactly does the $294,000 ground interact with the three lower routes?
- Can I switch route when moving to permanent residence?
- Do off-plan, mortgaged or jointly owned properties count, and how is a house with a land plot treated?
- Does the proof-of-funds requirement at the permanent stage apply to me, and at what level?
- I am entering on a 30-day e-visa. How does the rule to apply at least 30 days before my stay ends apply to me?
The route in one paragraph
Azerbaijan offers residence, not a passport, to foreigners who hold at least $59,000 in real estate, a term deposit or state securities, or who invest at least $294,000 in the economy. The rules sit in the Migration Code. Permanent residence comes after 2 years, at $118,000 on the lower routes, with a language and law test. Citizenship takes about 7 years at the earliest and does not sit alongside a second nationality. The holding must stay in place throughout.
