Azerbaijan Has No Golden Visa, but a Digital Nomad Status Starts in 2027: What Works for Relocation

We went looking for a new investor program in Azerbaijan and did not find one. We found residence grounds from $59,000, and a law signed on 30 September 2026 that creates a digital nomad status from 1 January 2027.

A couple talking as they walk along a narrow limestone street in the Old City of Baku

Key Takeaways

  • There is no new investor program. Nothing in Azerbaijan is officially called a golden visa. The investor grounds in the Migration Code are what exists, and they are open now.
  • The entry price is $59,000 in real estate, a term deposit or qualifying securities. The permanent stage, after at least two years, asks for $118,000.
  • The real news is for tech remote workers. A law signed on 30 September 2026 creates a digital nomad status from 1 January 2027. A permit needs technology park residency and about $3,100 a month in foreign income. The agropark measure is still a bill at first reading.
  • The tax holiday has ended. Non-oil private sector employees paid no income tax from 2019 to 2025. The bottom rate is now 3%, rising to 7% from 2028.
  • The passport is a long way off: about seven years, a language requirement, and no recognition of dual citizenship.

The program that isn't there

We went looking for a new investment program in Azerbaijan, expecting to write about it. There isn't one. "Golden visa" is not an official name there, and there is no separate investor scheme, fast track or citizenship by investment. If you see the phrase on a sales page, it is a label, and you cannot apply for a label.

What does exist is plainer: ordinary grounds for residence in the Migration Code, run by the State Migration Service. They do not make headlines, but you can use them today. The one new route is not for investors at all: it is for remote workers in tech.

What the Migration Code asks for

Ground

Temporary residence

Permanent residence, after at least 2 years of temporary

Real estate in Azerbaijan

$59,000 (100,000 AZN)

$118,000 (200,000 AZN)

Term deposit in a bank operating in Azerbaijan

$59,000

$118,000

State securities, or securities of companies at least 51% state-owned

$59,000

$118,000

Investment in the economy

$294,000 (500,000 AZN)

$294,000

The law sets these thresholds in manats. Our dollar figures use the central bank rate of 1.70 AZN to $1 on 31 October 2026.

The investment also sets the length of the permit. At $59,000, a temporary permit lasts up to one year and extends by up to two years at a time. At $294,000, it lasts up to three years and extends by up to three. A permanent permit runs for five years and renews for five. State fees are small by comparison: about $100 for a one-year temporary permit and $200 to $300 for an adult permanent permit, depending on speed.

Money is not the only door. The Code also covers close relatives of citizens, highly qualified specialists and family members of residents. At the permanent stage it adds heads of foreign company branches and heads or 51% owners of local companies that meet set capital and turnover levels.

The new route: digital nomad status from 1 January 2027

Law No. 476-VIIQD, signed on 30 September 2026, adds digital nomads to the Migration Code. The definition is narrower than the phrase suggests: a foreigner or stateless person working remotely in digital technologies, AI, cybersecurity or innovation, with income from foreign sources. A marketing consultant or a remote accountant does not obviously fit.

Step

Length

Foreign income, average over the last 6 months

Other conditions

Business visa

Stay of up to 180 days

At least $3,100 a month (5,200 AZN)

Apostilled or legalised proof of activity and income

Temporary permit

Up to 3 years, extendable by up to 3

At least $3,100 a month

Tax registration and technology park residency

Permanent permit, after 2 years on that ground

5 years, renewable

At least $6,100 a month (10,400 AZN)

Same conditions; no language and law test

The law sets these levels at 13 and 26 times the minimum monthly wage, so our figures use today's 400 AZN and will move with it. If income falls below the level or the work stops, the permit can be refused or cancelled.

Technology park residency is the real gate. Decrees of 22 October 2026 open it to freelancers and digital nomads from 1 January 2027, with registration through "mygov business". Residents who meet the criteria get 20-year tax incentives on income from eligible activities. A separate 20-year exemption on foreign employment income names highly skilled migrants, not nomads, so do not assume you pay nothing.

What else is new

  • Agropark bill: first reading. The Milli Majlis took it up on 27 October 2026. It would give long-term temporary permits from 1 January 2027 to 1 January 2032, with a work-permit exemption, to heads and deputy heads of agropark resident companies and to the agronomists, horticulture specialists and veterinarians they employ. That is good news for a vet with a job offer and no news for almost everyone else.
  • Migration Code changes: approved. Changes approved on 27 July 2026 digitised the procedure for extending a temporary stay and made missing documents a ground for refusal.
  • Visa-free windows: open, and short. Citizens of Saudi Arabia, Oman, Kuwait and Bahrain can visit without a visa from 15 February 2026 to 15 February 2027, and citizens of Japan and the Republic of Korea from 1 July 2026 to 1 July 2027. Both allow three entries a year of up to 30 days each. These are visits, useful for looking around. Others can check the single-entry, 30-day e-visa at ASAN Visa.

How long it takes, and how a permit is lost

The Migration Service publishes its review periods. A temporary permit is decided in 15 or 20 working days, and a permanent permit in 35 to 60 days. Those periods cover the file only. Buying the asset and proving its value come first.

Keeping the permit is the harder part. A temporary permit is not issued or extended, and an existing one is cancelled, if you spend more than 90 days outside Azerbaijan within 180 days. A permanent permit is cancelled after more than 180 days abroad within a year, with limited exceptions. So this does not work as a permit you hold from somewhere else.

A permit also falls away when its ground disappears and no other ground applies. If a deposit drops below the threshold or the agreement ends, the bank must tell the Service within 3 business days.

What daily life costs

The national numbers look low, and they say little about central Baku. World Bank data for 2025 put price levels at about 28% of the United States, by our calculation from the published price factor. Inflation was 5.6% in 2025. The State Statistical Committee reports an average monthly wage of about $700 for January to July 2026, and the 2026 subsistence minimum is about $200 a month.

We do not quote rents, school fees or a household budget, because we found no official figures for them. Get current prices before you commit.

Health spending was 4.3% of GDP, and households paid 64.6% of it out of pocket in 2023. Azerbaijan had 3.2 physicians per 1,000 people in 2022. Ask the state insurance agency whether you would be covered as a resident, and budget for private cover until you know.

Buying property as a foreigner

You can buy an apartment or a building, but not land. Under Article 48 of the Land Code, foreigners acquire land plots only by lease, and when a building is sold to them, the land beneath it is leased. Land that reaches a foreigner through inheritance, gift or mortgage must be sold within one year, or the state or municipality buys it out. The English text we read may be dated, so have a lawyer check the current version.

Running costs are small next to the purchase. Property tax in Baku is about $0.24 per square metre above the first 30 square metres. We could not confirm the tax on a later resale, so ask before you buy.

Moving money

The central bank's register lists 21 banks, five of them marked systemically important for 2026. Its currency regulations cap transfers without an account at $1,000 a day and $10,000 a month. That text dates from 2016 and the published version does not show later amendments, so confirm the limits with your bank. We also did not verify the documents a non-resident needs to open an account, so ask for that list in writing before you plan a deposit route.

The tax holiday is over

The full exemption for non-oil private sector employees ran from 2019 to 2025. Monthly rates now look like this:

Year

Up to $1,500

$1,500 to $4,700

Above $4,700

2026

3%

10%

14%

2027

5%

10%

14%

From 2028

7%

10%

14%

Employees in oil and gas and in government pay 14% up to $1,500 and 25% above it. The line that matters more for anyone with income abroad is shorter: residents are taxed on worldwide income, non-residents only on Azerbaijani-source income.

Why it is still possible, and for whom

The case for Azerbaijan is the price of entry. Among the programs on our own pages, Turkey's residence route starts at $200,000 and Panama's base minimum is $300,000. Against those, $59,000 looks very low, and the comparison flatters it: that sum buys a permit of up to a year, and the threshold doubles at the permanent stage.

It suits people with a real reason to be there, such as a job, a business or family, and buyers with modest capital who want a residence permit more than a passport.

Remote workers in tech now have a route of their own from January 2027, without the $59,000. It does not suit passport shoppers, remote workers outside those fields, or anyone whose plans depend on a second citizenship being recognised.

If you are looking at Azerbaijan because staying in a neighbouring country has become hard, a short distance helps less than the map suggests. The Foreign Ministry's entry rules let foreigners in by air, while passengers at land borders need permission from a government task force. The one exception is the rail link with Georgia, for people with visa-free entry. So check the visa rule for your passport, and check that a flight is actually operating: some airlines have suspended routes in the region. Refugee status exists, with a decision due within three months of registration, but it rests on a well-founded fear of persecution. In April 2023, UNHCR told the UN's Universal Periodic Review that Azerbaijan had no separate protection for people fleeing armed conflict or generalised violence. Of the 1,880 refugees and asylum seekers UNHCR had enrolled at the end of 2022, the government had recognised 76, and we have not seen newer figures. Azerbaijan can work if you have savings, a qualifying ground and time to file. It is a weaker plan if you may have to leave at short notice.

The catches

  • The test. Permanent residence requires a commission test on the official language and on rights and duties under Azerbaijani law. People under 18, people 65 and over, and people with a disability from 81–100% impairment are exempt, as are digital nomads from 2027. Citizenship then asks for a document certifying knowledge of the state language.
  • The clock. The five years for citizenship run from the date the permanent permit is issued, so with the temporary stage the realistic minimum is about seven. Residence counts as continuous only if you leave for no more than three months during the year. The reward, as of January 2026, was a passport with 70 destinations visa-free, on arrival or by e-visa.
  • Dual citizenship. Azerbaijan does not recognise it, with exceptions only under international treaties or by presidential grant.
  • Keeping the investment up. It has to stay in place. For deposits and securities, the Code has reporting so that a drop below the threshold is notified.
  • Armenia. A peace agreement was initialled in Washington in August 2025 and had not been signed as of 28 October 2026. Baku asks for a constitutional change in Armenia first.

What we cannot confirm yet

We have not seen the application procedure for the nomad status or a portal to file on, and a separate tourism program talks of an electronic launch during 2027–2028, so we cannot give you a filing date. The 2027 minimum wage may change the income levels. The agropark bill may change before it becomes law, if it does. We cannot say whether the visa-free windows will be renewed.

The Migration Service's published answers give the thresholds but do not say how a property's worth is established, or whether a temporary-stage holder can top up the same asset to reach $118,000. We have also not quoted the company capital and turnover levels, and we have not confirmed that every citizenship applicant must formally renounce an existing nationality.

What to do now

  • Pick the ground before you buy. Read the Migration Service's answers and match your plan to a specific ground.
  • Leave a margin above the threshold. The test is in manats, so a price that just clears $59,000 may not clear it later. Ask in writing how value will be evidenced.
  • Budget for the second stage. If you want permanent residence, your number is $118,000, and you should start on the language now.
  • Build the file early. You will need the application form, a passport copy, a certificate of no HIV or hepatitis B and C carrier status, proof of the ground, two photos, a housing document and the fee receipt, plus proof of funds at the permanent stage. Services run through ASAN.
  • Take tax advice before you become resident, especially if most of your income is abroad.
  • If you are counting on the nomad status, wait for 1 January 2027. Check first that your work fits the definition, and ask the Innovation and Digital Development Agency about technology park residency. Nothing can be filed on this ground before that date.

Frequently Asked Questions

Does Azerbaijan have a golden visa?

No. "Golden visa" is not an official name in Azerbaijan, and there is no separate investor program, fast track or citizenship by investment. Residence through investment comes from ordinary grounds in the Migration Code, run by the State Migration Service.

How much do I need to invest for residence in Azerbaijan?

At least $59,000 (100,000 AZN) in real estate, a term deposit or qualifying securities for a temporary permit, or $294,000 (500,000 AZN) invested in the economy for a longer one. Permanent residence, after at least two years of temporary residence, asks for $118,000 (200,000 AZN) on the real estate, deposit and securities grounds. Dollar figures use a rate of 1.70 AZN to $1.

Can I apply for the Azerbaijan digital nomad visa?

Not before 1 January 2027, when Law No. 476-VIIQD takes effect. It covers remote work in digital technology, AI, cybersecurity and innovation with foreign income: a business visa of up to 180 days, and permits that need tax registration, technology park residency and about $3,100 a month in foreign income at today's minimum wage. We have not seen the application procedure.

Is there a language test, and how long does citizenship take?

Yes. Permanent residence requires a commission test on the official language and on rights and duties under Azerbaijani law, with exemptions for people under 18, people 65 and over, and people with a disability from 81 to 100% impairment. Citizenship requires five years of residence counted from the date the permanent permit is issued, so with the two temporary years the realistic minimum is about seven years.

Does Azerbaijan allow dual citizenship?

Azerbaijan does not recognise dual citizenship, with exceptions only under international treaties or by presidential grant. Take legal advice on your own nationality before you plan around citizenship.

Is income in Azerbaijan still tax-free for private sector employees?

No. The full exemption for non-oil private sector employees ran from 2019 to 2025. In 2026 they pay 3% a month up to about $1,500, 10% up to about $4,700 and 14% above that. The first band rises to 5% in 2027 and 7% from 2028. Residents are taxed on worldwide income, and non-residents only on Azerbaijani-source income.
