For a relocator the pitch is low entry costs, dual citizenship and a three-year naturalisation test. The risks are just as specific. The residence law changed on 1 November 2026, annual quotas are new, relations with Azerbaijan remain unsettled, and pressure over Armenia's place in the Eurasian Economic Union is growing.
How Does Armenia Compare?
Summary
Armenia's provisional score is 52.1, ranked 36th: just below Sierra Leone (52.8) and Namibia (55.5), and above Azerbaijan (49.7) and São Tomé and íncipe (45.1). Citizenship carries it. Residency is the weak point until the government's quota and investment rules are read.
How Armenia stacks up against its closest peers on the WRI 2026:
Where Armenia wins: Citizenship at 57.9 is the highest of the five, ahead of São Tomé and Príncipe (52.0), Sierra Leone (38.0), Namibia (35.0) and Azerbaijan (34.5), because naturalisation asks for three years and dual citizenship is allowed. Business at 64.2 trails only Azerbaijan (68.9), helped by a company route near $5,600 and 18% corporate tax.
Where Armenia lags: Residency at 38.0 is the lowest of the five, behind Sierra Leone (85.0), Namibia (55.0), Azerbaijan (41.5) and São Tomé and Príncipe (40.0). The new law adds quotas, a 180-day tax-data test for business permits and a one-year temporary permit. Safety at 60.7 beats Azerbaijan (53.0) but sits below the other three.
Who does Armenia fit?
Summary
Armenia fits small founders, people of Armenian descent and EAEU workers. It fits poorly anyone seeking a price-tagged investor visa today or a permit with no real activity behind it.
Right fit:
- Founders with a real business: temporary status from about $5,600 in a company, or about $2,800 as a sole proprietor.
- People of Armenian ethnicity: permanent status with no temporary stage.
- Russian, Belarusian, Kazakh and Kyrgyz workers: a treaty right to work without work permission, while it lasts.
- People who want to keep a second passport: dual citizenship is allowed.
Wrong fit:
- Passive investors expecting a published price: we have not seen the conditions for investment-based permanent residence.
- Shell-company applicants: a business permit lapses if no tax data appear within 180 days.
- Buyers looking for residence through property: the residence grounds do not include a property route.

Armenia leads on Business — WRI 64.2 / 100
A foreigner can own a company and use it as the ground for temporary status from 2,000,000 AMD, about $5,600. Corporate income tax is 18% and VAT 20%. Small businesses can use a turnover tax of 10% on trading and most activity, 7% on production, and 1% on high-tech activity on the government's list. The market is small, so this suits people selling abroad better than those counting on local demand.
Armenia leads on Safety — WRI 60.7 / 100
Armenia ranked 51st of 163 on the 2026 Global Peace Index, as reported in Armenian media, and scored 46 of 100 on the 2025 Corruption Perceptions Index, 65th of 182. Those are decent numbers for the region, and they sit beside a real risk: the peace agreement with Azerbaijan was initialled in August 2025 and had not been signed as of 28 October 2026. This is a score to read with its footnote.
Residence
Since 1 November 2026 there are two statuses: temporary, up to one year, and permanent, for five years. Filing is electronic, decisions are due within 30 days, and a filled annual quota is a ground for refusal. Special residence status is no longer granted. See our Armenia residence page, and the separate page for Russian citizens.

Taxes on Personal Income
You become tax resident after 183 days in the tax year. Residents are taxed on worldwide income, non-residents on Armenian-source income. Dividends are taxed at 5%, royalties at 10% and interest at 20%. Salary is generally reported at about 20%, a figure to confirm with the State Revenue Committee.
Cost of Living
We have no official rent or household budget data for Yerevan that we are willing to quote. Consumer prices rose 3.3% in 2025, and the dram is at 360.14 to the dollar. Get current rents before you commit.
Healthcare System
Health spending was 9.3% of GDP in 2023 and life expectancy 78.3 years in 2024, both World Bank figures. We have not verified how much of the public system foreign residents can use, so budget for private insurance until you have checked.
Education System
We did not verify international school numbers or fees for this draft. Armenia does not give us a recent international test score to quote. Check schools directly before you plan a family move.
Banking & Finance

Cryptocurrency Regulation
We did not verify current crypto rules or tax treatment for this draft. Ask the State Revenue Committee and the Central Bank of Armenia.
Real Estate Market
Buying property does not by itself give residence under the current grounds. We have no official price or yield data to quote. Agricultural land is restricted for foreigners, according to legal summaries, so confirm the plot type before you buy.
