Armenia for Russian Citizens
A treaty right to work without work permission, with a political risk to read first. Russian citizens can work in Armenia under the Eurasian Economic Union treaty, with a certificate of lawful residence. A December 2026 report on the treaty is the risk to watch.

What this page covers
Russian citizens do not need the business or investment grounds to work in Armenia. They can rely on a treaty right under the Eurasian Economic Union. This page explains that route, what it does not give you, and the political risk attached to it. For other routes, see our Armenia residence page.
Key facts as of 1 November 2026
- Work: no work permission needed for foreigners with a treaty right to work, given a public service number.
- Paperwork: a certificate of lawful residence, applied for straight after signing a contract.
- Family: the certificate also covers family members.
- Risk: a report on suspending the treaty for Armenia is expected in December 2026.
The risk you should read first
In May 2026, Russia, Belarus, Kazakhstan and Kyrgyzstan called on Armenia to hold a referendum on choosing between the European Union and the Eurasian Economic Union. Armenia's Prime Minister refused, in June and again in August. Press reports citing Russia's Foreign Ministry say a report on the consequences of suspending the treaty for Armenia will go to the union's council in December 2026.
No suspension had been announced as of 1 November 2026. If the treaty were suspended, this route could change, and we cannot say what would replace it. Do not treat it as your only legal basis if your plans are long-term.
How the work route works
Article 23 of the Law on Foreigners lets foreigners with a right to work under an international treaty sign employment or service contracts without work permission, if they have a public service number. For Russian citizens the treaty is the Treaty on the Eurasian Economic Union, Article 97.
Article 7 then says they must apply at once for a certificate of lawful residence for themselves and their family members. The certificate now carries a state fee. Legal summaries report 30,000 AMD (about $100) plus a 5,950 AMD card charge, and one says it stays free until 1 January 2027. Confirm this with the Service, because we have not read the fee law.
Entry and length of stay
The Foreign Ministry says citizens of visa-free countries may stay up to 180 days in a year. Whether an internal Russian passport is accepted, and on which routes, is reported only by travel sites, which disagree. Use your international passport unless your carrier and the consulate confirm otherwise.
What the treaty route does not give you
- It is not residence status under the Law on Foreigners, and it depends on the work. Check what happens when a contract ends.
- Law firms say workers are exempt from the new quota, but only as workers. We could not confirm this in the law itself.
- Time on a certificate may not count toward permanent status, which asks for years on temporary status. Ask before you rely on it.
Other routes open to Russian citizens
The ordinary grounds apply to you as well: a business from about $5,600, family ties, study, or Armenian ethnicity. Russian citizens already lead the numbers: the Ministry of Internal Affairs reported them as the top group for temporary status in the first half of 2026, and 1,233 of 2,085 permanent grants.
Tax
You become tax resident at 183 days in the tax year, and residents are taxed on worldwide income. Take advice on how this interacts with your Russian tax position. We have not reviewed the tax treaty or Russian rules for this page.
Banking and sanctions
We did not verify banking rules for Russian passport holders, or the effect of sanctions. Ask a bank in writing before you move money.
Citizenship
Armenian citizenship asks for three years of residence, Armenian language and knowledge of the Constitution, and Armenia allows dual citizenship. Check Russian rules on reporting a second citizenship.
Questions to put to the Migration and Citizenship Service
- What is the current fee for the certificate?
- Am I exempt from the 2027 quota, and on which ground?
- Does time on a certificate count toward permanent status?
- What happens to my certificate if the treaty is suspended?
