At $90,000 for a single applicant, São Tomé undercuts every other CBI program: Dominica ($200,000), Saint Lucia ($240,000), Saint Kitts ($250,000). The trade-off is passport power — 74 visa-free destinations versus 146-155 for Caribbean programs.
