Grenada CBI: The Only Caribbean Passport with US E-2 Treaty Access
Grenada's Citizenship by Investment program, established under the Grenada Act of 2013 and operational since February 2014, grants irrevocable lifelong citizenship to qualified investors and their families. Administered by the Investment Migration Agency (IMA) Grenada, it offers two primary routes: a $235,000 non-refundable donation or a minimum $270,000 investment in government-approved real estate. The program processed 1,676 applications and granted 5,443 new citizenships in 2024.
What sets Grenada apart from every other Caribbean CBI is the US E-2 Treaty Investor Visa — Grenada is the only Caribbean nation with a bilateral investment treaty with the United States (in force since 1989). Grenada is also one of only five countries globally offering visa-free access to China, Russia, the , and the United Kingdom simultaneously.

- Zero Tax on Foreign Income: Territorial system with no capital gains, wealth, or inheritance tax.

Risks and Considerations
- Grenada is a (Common Reporting Standard) participating jurisdiction under the 's Automatic Exchange of Information framework. Acquiring a Grenada passport does not change your tax residence and does not exempt you from CRS reporting in your country of tax residence.
- The European Commission's 2024 review of CBI partner countries (issued 9 December 2024) flagged screening concerns across the five Caribbean CBI states, including Grenada. Continued visa-free access depends on the Investment Migration Agency maintaining rigorous due-diligence standards.
- The US E-2 Treaty Investor visa is non-immigrant: it grants the right to live and operate a US business while the treaty status is active, but it does not lead to a Green Card by itself. The qualifying US investment must be 'substantial' in the US business — typically over US$150,000 — and the visa is renewable but not permanent. See U.S. Department of State guidance.
- Mandatory in-person or virtual interview for all applicants 16 and older since the 2024 (Organisation of Eastern Caribbean States) reform. Government processing fees, due-diligence fees, and the interview fee are not refundable.
- If a US E-2 Treaty pathway is not your priority, the Dominica CBI offers a lower entry point (US$200,000) and the Saint Lucia CBI delivers faster processing (~90 days) with Taiwan recognition.
