Panama Qualified Investor Visa: Permanent Residency Through Investment
The Panama Golden Visa — officially the Qualified Investor Visa — was established by Executive Decree 722 on October 15, 2020, and amended by Executive Decrees 193 and 1094. It grants immediate permanent residency to foreign nationals who make a qualifying economic investment. The program is administered by the Servicio Nacional de Migración and applies to nationals of all countries without restriction.
Unlike the UAE Golden Visa ($205,000 minimum, 10-year renewable), Panama grants permanent status from day one with no renewal cycle. Compared to Portugal's Golden Visa (which eliminated real estate in October 2023) and Greece's Golden Visa (€400,000–€800,000 depending on zone), Panama's $300,000 real estate threshold is significantly lower — and the territorial tax system eliminates taxation on all foreign-sourced income.
The program remains fully operational as of March 2026. The $300,000 real estate minimum is valid for purchases completed before October 15, 2026 — after which it rises to $500,000. Law 493 of October 28, 2025 introduced a Special Investor Passport for qualified investors holding permanent residence, valid for the duration of their residency.
